As AI disappears into approved software, browsers and everyday workflows, enterprises face a harder question than access: how to see, govern and control what AI is already doing.
Blocking, or even just limiting, AI use in employee workflows is no longer so simple. AI used to sit more clearly outside the enterprise software stack. Now, generative and agentic AI are being embedded into all kinds of approved software, from Canva and Copilot to Google Workspace with Gemini, Adobe integrations and plenty of other tools.
That changes the problem.
It is no longer enough to block one obvious tool, issue a policy statement or assume IT still has direct control. The issue feels less like rogue AI use and more like trying to govern ordinary software in a way enterprises did not have to before. The question is no longer just who is using ChatGPT, Claude or Gemini. It is how much AI behavior is already shaping work inside tools that the company has already approved.
AI is already inside approved software
That is why the next enterprise AI problem looks less like access and more like visibility.
Simply knowing that AI is embedded in software and workflows does not give IT leaders the level of control they want. Access to AI and its benefits is already becoming widespread. Visibility is only the first step: Organizations need to know where AI is embedded, how it is being used and what kinds of work it is shaping.
The harder part comes after that.
IT leaders want more granular control over what agents and GenAI features actually do once they are live. They want ways to observe, test, govern and limit behavior, not just a list of which tools contain AI. That makes enterprise AI look less like a tool-access problem and more like an ongoing management problem.
Visibility alone will not satisfy IT leaders
This is a very different problem from the one many companies thought they were solving a year or two ago. Back then, the question was whether employees were using obvious outside tools. Now the more difficult question is what AI is already doing inside sanctioned workflows, supported apps and the normal work environment itself.
That matters because visibility is not the same thing as control. Discovering that AI is present does not tell an enterprise how that AI is behaving, what data it is touching, how often it is being used or whether employees are relying on it in ways the company never anticipated. Once AI becomes ordinary software behavior, visibility must reach deeper than app discovery.

The following three signs point to a visibility problem, not just an access problem:
Approved tools are already carrying AI features into ordinary workflows faster than policy updates can keep up.
Browser, prompt and app oversight still sit in separate buckets instead of one workable view.
Employees can stay inside sanctioned software while AI use spreads in ways the organization does not fully understand.
At that point, visibility must mean more than simply knowing which tools have AI. It also means knowing where AI is active, what kind of work it is affecting, what data it can reach and how much control the organization really has once those features are in use.
Blocking AI can create more shadow AI
Outright blocking of AI is no longer so easy. And even if an organization wanted to, it is fair to ask whether that would be wise. AI offers real benefits, especially in narrower use cases and mundane, repetitive work. It is also becoming so pervasive in normal software that blocking or even tightly limiting its use is becoming a difficult, thankless task.
Push too hard with blunt rules and restrictions, and companies risk creating more shadow AI, not less, as employees work around controls because the tools are useful.
The issue is no longer a simple allow-or-block choice. Enterprises need a way to enable employees to use AI without losing control over data and behavior. That gets much harder when the most valuable use cases depend on the very internal knowledge companies are most nervous about exposing.
The question is no longer just who is using ChatGPT, Claude or Gemini. It is how much AI behavior is already shaping work inside tools that the company already approved.
That is where the visibility problem starts colliding with the usefulness problem. Many of the most valuable AI use cases depend on exactly the kinds of enterprise data that governance policies are designed to keep from flowing into external systems. As companies have become more aware that outside AI platforms can expose proprietary data, accumulated expertise, institutional knowledge and regulated information, they have increasingly narrowed AI use cases to reduce that risk.
That does not mean employees will stop trying to work around those limits, or that fragmentation makes it easy to eliminate exposure. It does mean the stakes around AI visibility get higher. That collision between AI usefulness and AI visibility is at the center of the issue now. It is one of the main tensions shaping how enterprises think about AI use, effectiveness and security.
The browser is now part of the AI visibility problem
The browser makes that tension even harder to ignore.
When web browsers first emerged, companies quickly saw their potential as a central hub for productivity applications and workflows of all kinds. It took years for that vision to become practical, but it eventually did. Today, regardless of operating system, it is common to find employees across the enterprise using the same approved applications and supported browsers.
As the primary interface many people use, the browser has also become one of the main places where AI is used. That shifts visibility away from any single application and toward the interface where work, prompts and data now meet throughout the day.
That changes the shape of oversight. AI visibility is extending beyond the app itself and into the layer where work is actually being carried out.
Fragmented AI creates fragmented visibility
And that is only one part of the challenge. The other is fragmentation.
We have often discussed AI fragmentation, in which every application, whether SaaS or on-premises, develops its own agents and AI capabilities.
A major vendor ambition now is to gain a foothold in the new management layers of the software stack, so that all those agents can be orchestrated rather than working at odds with one another. But AI fragmentation is not just a management problem. It is a visibility problem, too.
In one sense, the AI is not hidden at all. It is sitting in plain sight across platforms. But there is so much of it, spread across so many tools, tasks and purposes, that it becomes difficult to see and govern in any coherent way. What starts as a little data control here and a little oversight there can quickly turn into something much harder to manage centrally.
Some vendors are effectively arguing that each platform's own agents should manage their own data, governance and privacy rules. That might help inside a single system, but it does not necessarily solve visibility across the stack.
That is part of what makes orchestration so attractive. The open question is whether orchestration can extend beyond coordination to meaningful visibility across all the platform-specific AI systems operating across the enterprise.
What to audit when AI is embedded in normal software
Start with the basics. Which approved tools already include AI? How are employees actually using those features? What information can those tools reach once people start relying on them? Then move to the areas that are easier to miss: browser exposure, prompt handling, platform-by-platform governance, agent behavior after rollout and the places where oversight starts thinning out across systems. The point is not only to spot where AI shows up. It is to get a better sense of how far it has permeated everyday operations.
The most useful AI might be the hardest to expose safely
So, the next enterprise AI problem is not that AI is impossible to find. In many cases, it is sitting directly inside approved software, supported browsers and familiar workflows. The problem is that AI is becoming harder to isolate, interpret and govern coherently as it spreads across the environment in different forms.
At that point, visibility must mean more than simply knowing which tools have AI. It also means knowing where AI is active, what kind of work it is affecting, what data it can reach and how much control the organization really has once those features are in use.
The old block-and-control model has fallen behind the reality of enterprise AI. But the replacement is not yet obvious. Enterprises still need a way to let workers use AI without losing control of data, behavior and risk. They still need visibility to run in one direction -- inward toward AI usage, not outward toward the exposure of proprietary and sensitive information.
That is the tension. The AI that helps the most could rely on the exact knowledge companies most want to keep close. And once AI starts disappearing into everyday software, it becomes much harder to see when help turns into automation and automation starts creating risk.
