Identity governance is the policy-based centralized orchestration of user identity management and access control. Identity governance helps support enterprise IT security and regulatory compliance.

Identity governance products differ from identity and access management systems by enabling organizations to define, enforce, review and audit IAM policy, but also map IAM functions to compliance requirements and in turn audit user access to support compliance reporting. Several government-mandated compliance regulations -- including SOX and HIPAA -- require organizations to log access management data to maintain compliance.

Specific identity governance product features including user administration, privileged identity management, identity intelligence, role-based identity administration and analytics.

The concept of identity governance grew out of the Identity Governance Framework, a now-defunct project by the Liberty Group that aimed to standardize enterprise identity information usage.
